Every few years, agencies scramble onto a new platform like miners chasing a gold rush. First it was radio, then television, then Facebook, Instagram, TikTok, and now AI-driven search. Each time, the same pattern plays out: the early adopters extract extraordinary returns while the latecomers pay inflated prices for scraps of attention.

This pattern has a name: attention arbitrage. And it may be the most reliable lever agencies can pull to deliver disproportionate results for their clients.

What Is Attention Arbitrage?

Arbitrage, in finance, means exploiting temporary mispricing in markets. The same logic applies to marketing. New attention channels are almost always undervalued at first because advertisers don’t yet understand their worth. Over time, as brands rush in, competition drives costs up until the advantage disappears.

Gary Vaynerchuk popularised the concept by urging brands to double down on underpriced attention. The evidence supports him: HubSpot’s State of Marketing 2024 reported that TikTok CPMs were three to five times cheaper than Instagram in 2019. By 2023, costs had nearly equalised as the platform matured. Early movers captured years of cheap reach that latecomers can never reclaim.

The Causal Chain: From Channel to ROI

Here’s the mechanism at work:

Emerging Channel → Low Competition → Cheap Cost per Attention Minute → High ROI Campaigns → Client Growth

Then, as the channel saturates:

Mass Adoption → Rising Costs → Lower ROI → Diminishing Marginal Returns

Agencies that consistently identify undervalued channels before they mature can create exponential advantages for their clients.

Signals That a Channel Is Undervalued

  1. Organic Reach Is Still High - When platforms are eager to attract users, they often over-reward organic posts before throttling reach.
  2. CPM Variance Is Wide - Early markets show unstable pricing. If CPMs differ drastically between campaigns, it's often a sign of underpricing.
  3. Low Brand Saturation - If users are more likely to see creators than brands, it's an opportunity zone.
  4. Platform Incentives - Look for features the platform is aggressively pushing (e.g., LinkedIn newsletters, TikTok live shopping, Instagram Reels in early rollout).

Why Agencies Miss the Opportunity

Most agencies are optimised for efficiency, not exploration. They allocate the bulk of client budgets to proven channels where ROI is predictable. But that conservatism comes at a cost: by the time they’re confident, the arbitrage window has closed.

In fact, Bain & Company notes that high-performing marketing organisations allocate at least 10% of budgets to test-and-learn experiments. They treat exploration as insurance against stagnation.

Practical Playbook for Agencies

  1. Ringfence an Experimentation Budget - Set aside 10–15% of spend for emerging platforms or formats.
  2. Create an Early Signals Team - Small cross-functional squads tasked with monthly tests on new channels.
  3. Measure Cost per Attention Minute - Don't just track CPM or CPC. Evaluate how long and how deeply audiences engage.
  4. Exit Before Saturation - Rotate funds as soon as costs rise disproportionately to engagement.

TikTok was a textbook example. Early adopters (2018–2019) bought reach at a fraction of Instagram’s cost. By 2021, saturation had set in. Now, the next frontier may be AI-driven search and entity optimisation. Brands that encode themselves into AI assistants and overviews today will enjoy visibility dividends tomorrow, until everyone else catches up.

Closing Argument

Attention arbitrage isn't luck. It's discipline. Agencies that systematise how they spot, test, and exit undervalued attention channels can repeatedly deliver outlier results.

The formula is simple: find the undervalued eyeballs, prove the ROI, and move before the crowd arrives.

In a world of shrinking budgets and rising competition, this isn't optional. It's survival.
